A 20-floor building has an unknown highest safe floor F, where F is equally likely to be any integer from 0 through 20. You have two identical balls. A ball breaks if dropped from any floor above F and survives otherwise. You want to determine F exactly while minimizing the expected number of drops. What is the minimum expected number of drops?
